What is PPWR and when does it apply?
The Packaging and Packaging Waste Regulation (EU) 2025/40 replaces the previous Packaging Directive and applies directly across all EU member states from 12 August 2026. It introduces requirements on recyclability, recycled content, restricted substances, labelling, reuse targets, and Declaration of Conformity for all packaging placed on the EU market.
What is Extended Producer Responsibility (EPR) for packaging?
EPR makes producers financially and operationally responsible for the end-of-life management of their packaging. Each EU member state runs its own EPR scheme, requiring registration with a Producer Responsibility Organisation (PRO), annual data declarations, and payment of fees calculated on packaging volumes and materials placed on that market.
Do non-EU companies need to comply with packaging EPR rules?
Yes. Any company placing packaging on an EU market — whether through direct sales, distributors, or e-commerce — has EPR obligations in that market. Non-EU companies typically appoint an Authorised Representative in each member state to handle registration and reporting.

Packaging EPR reporting usually requires data on packaging material type, weight, packaging format, country of sale, business model, and whether the packaging is household or non-household packaging. Depending on the country, companies may also need information on recyclability, recycled content, reuse, deposit-return obligations, and packaging placed on the market by brand or product category.
