Hungary Packaging EPR Compliance: EU PPWR, MOHU Registration, and Packaging Waste Reporting

Hungary’s Extended Producer Responsibility (EPR) framework for packaging is governed by Government Decree No. 80/2023 (III. 14.), which came into effect on 1 July 2023. Producers are required to register with both MOHU MOL Hulladékgazdálkodási Zrt. (the designated concession company) and the National Waste Management Authority (NWMD). They must submit data reports quarterly and pay applicable EPR fees to MOHU. The framework mandates tracking, reporting, and payment based on the volume and type of packaging materials placed on the market.

Hungary EPR Regulations for Manufacturers, Importers and Ecommerce
The EPR obligations in Hungary apply to manufacturers, first domestic marketers, and foreign entities selling online within Hungary’s territory. If a company outside Hungary sells products to consumers or businesses in Hungary, it must appoint a local representative. Producers can fulfill obligations through collective performance via MOHU or individual performance if eligible. Covered and Exempted Packaging under Hungary EPR
Hungary’s EPR covers the following packaging types:
- Consumer packaging including paper, plastic, glass, metal, wood, and composite materials
- Multi-use and single-use packaging
