Greece EPR Regulations for Manufacturers, Importers and Ecommerce

Greece’s Extended Producer Responsibility (EPR) regulation is mandated under Law 4819/2021, which requires producers to manage the end-of-life of their packaging waste. This law transposes EU Directives 2018/851 and 2018/852 and has been enforced since 22 July 2021. Producers are obligated to either establish an individual management system or register with one of the Collective Alternative Management Systems (CAMS) such as HERRCO, REWARDING RECYCLING, ΚΕΠΕΔ, or AB VASSILOPOULOS. EOAN (Hellenic Recycling Agency) oversees the implementation and compliance of these systems.

Covered and Exempted Packaging under Greece EPR

Covered packaging types include all packaging placed on the Greek market, whether imported or locally produced. Specific obligations apply to producers of plastic carrier bags. However, the following packaging types are exempt from the system: those containing lubricating oils, sent for destruction with contents, containing hazardous waste, or intended for export.

Who Must Register under Greece EPR

Registration is mandatory for any producer who packages products for sale in Greece, imports packaged products, or produces/imports plastic carrier bags. Producers must register with the National Producers Register (NPR-EMPA) and declare all relevant product categories and packaging placed on the market.

Greece EPR Data Reporting

Producers must submit detailed annual data reports to NPR-EMPA and, if contracted, to EEAA (e.g., HERRCO). Reports must include packaging types, materials, weights, quantities (in pieces and kilograms), and differentiation between single-use and reusable packaging. Specific data is required for plastic types and composite packaging. Producers must also report product trademarks and marketing methods.

Greece EPR Schedule and Deadlines

The deadline for filing annual reports to NPR-EMPA is 31 March each year for the previous calendar year. For EEAA (e.g., HERRCO), the Annual Declaration is due by 15 January. Financial contributions vary by total annual declaration value and must be paid according to tiered schedules (e.g., by 15 April, 15 July, etc.).

Producers must pay an entrance fee and ongoing financial contributions based on the packaging type and weight placed on the market. Entrance fees are tiered and can be paid in installments depending on the amount. EOAN may impose fines if recycling and reuse targets are not met across consecutive years—reaching up to 100% of financial contributions if targets are consistently missed.
