Packaging EPR in Finland applies to companies that pack, import, or manufacture packaging placed on the Finnish market. It also includes foreign distance sellers targeting Finnish end users. All obligated entities must either join a producer organisation (via RINKI Ltd), establish their own producer association, or apply for individual registration under strict requirements.
