Czech Republic EPR Regulations for Manufacturers, Importers and Ecommerce

Any entity — including manufacturers, importers, distributors, fillers, or online retailers — that places packaging on the Czech market or puts it into circulation is subject to EPR obligations. These include waste take-back, recovery and proper reporting of packaging data. These entities can either manage obligations independently (with their own recovery system) or more commonly, by joining the EKO-KOM system through a Collective Compliance Contract. Small entities with less than 300 kg of packaging per year and an annual turnover below CZK 25 million are exempted but must maintain records.

Covered and Exempted Packaging under Czech Republic EPR

Czech EPR covers almost all types of packaging, including:

Who Must Register under Czech Republic EPR

Entities that must register include those placing packaging into circulation or on the market. This includes manufacturers, importers, distributors, fillers, and online sellers. Businesses that meet both conditions of less than 300 kg of packaging annually and under CZK 25 million turnover are exempt but must maintain records. Registration is done either directly with the Ministry of Environment or through EKO-KOM by signing a Contract on Collective Compliance.

Czech Republic EPR Data Reporting

Clients of EKO-KOM are required to:

  • Submit quarterly packaging reports by material type, usage (sales, industrial, etc.), and weight in tonnes
  • Include records of reusable packaging separately
  • Keep records for a minimum of 5 years
  • Include information on recycled content and plastic content where applicable

Reports must be submitted through defined quarterly statement forms (J1-3, O1-3, etc.), and data are forwarded to the Ministry of Environment.

Czech Republic EPR Schedule and Deadlines

Reporting and invoicing deadlines include:

  • Quarterly packaging statements:
    • 1st quarter – April 30
    • 2nd quarter – July 30
    • 3rd quarter – October 30
    • 4th quarter – January 30 (following year)
  • Annual data to Ministry of Environment – February 15
  • Invoice payments – within 30 days (or 10 if late reporting)
  • Annual registration fee (CZK 1,600 + VAT) – upon invoicing

Czech Republic EPR Fees and Penalties

Fees and penalties include:

  • Annual fee to EKO-KOM: CZK 1,600 + VAT
  • Quarterly remuneration based on packaging weight and type
